Encrypting a JWT

When generating a JWT as an OAuth Access Token, can PingFederate encrypt the Token before transmission (in addition to the encryption during TLS transmission)? If yes, how is that controlled?

No, at this time the JWT token is only signed it cannot be encrypted.
